Biographical Note for Miner, Ralph W., Jr. (1937-) : Ralph Willis "Bill" Miner, Jr. was born in 1937 in Port Chester, New York. Miner grew up in Hudson, Ohio. He married Judith Claire Meinhardt in Dallas, Texas on August 8, 1959. Miner received a doctorate degree in city planning from the University of North Carolina in 1968. He was an employee in the City of Norfolk Planning Department, Norfolk, Virginia from 1964-June 1995.
