Historical Note: The Howard Association began amid the yellow fever epidemic by leading men in Norfolk, Virginia in summer 1855. It was modeled closely after the Howard Association of New Orleans. The Norfolk organization paid for the burial of 2,300 individuals who died resulting from yellow fever and established a home for children orphaned by the epidemic. The Association continued to donate interest from investments to Norfolk charities until it dissolved in December 1986.
