Correspondence of Norfolk City Councilman Mason C. Andrews, primarily from 1995-2000. Subject matter includes downtown Norfolk development, Empowerment Zones, Nauticus, MacArthur Center, and historic memorials such as the Armed Forces Memorial, Cannonball Trail, Historic Houses, and Windows on History.

Biographical Note

Mason Cooke Andrews was born on April 20, 1919 in Norfolk, Virginia. In 1943, he received an M. D. from Johns Hopkins University with a specialization in obstetrics and gynecology. Andrews married Sabine Alston Goodman on September 13, 1949 in Duval, Florida. He played a vital role in the creation of Eastern Virginia Medical School, serving as chairman of the Eastern Virginia Medical Authority from 1964 to 1970. Andrews delivered the nation's first baby conceived through in-vitro fertilization on December 28, 1981.

He was a member of Norfolk's City Council from 1974 to 2000 and served as mayor from July 9, 1992 to June 30, 1994. Andrews was instrumental in the redevelopment of downtown Norfolk in the 1980s-1990s, particularly in the formation of Waterside Festival Marketplace, Nauticus, MacArthur Center, and the Norfolk campus of Tidewater Community College. He died on October 13, 2006 in Norfolk, Virginia and was buried at Elmwood Cemetery in Norfolk, Virginia.
