Historical volumes recording the history of the Borough and City of Norfolk in Norfolk, Virginia, primarily from 1736 to the 1920s. These materials include records of Common Council, Common Hall, Select Council, and the Finance Committee of City Council. Also included are records concerning the formation and development of the Town of Berkley from 1890-1923, as well as the organization of Atlantic City Ward from 1890-1898. This collection also includes a record of city ordinances, resolutions, licenses, stock receipts, insurance records, City Clerk appropriations, 1922 annexation proceedings, building lines, and a volume of Norfolk servicemen receiving medals for their service in World War I.
Other miscellaneous materials include an 1884 volume on the history of Norfolk, England, three scrapbooks from the Norfolk, Virginia City Clerk Louis S. Hudgins (covering the years 1958-1995), various commemorative artifacts from Norfolk's sister cities, the seals of Norfolk Borough and the City of Norfolk, two CD-ROMs, and various oversized materials relating to Norfolk, Virginia.

This series is a record of the minutes of the trustees of the company formed at the direction of the borough. The Town Point Company was authorized to build a careening wharf and storehouse on a piece of land being eroded by the Elizabeth River. In the agreement, Norfolk reserved the right to purchase the land and any buildings if it was deemed beneficial to the borough.
A typical entry in this volume includes such items as a list of the company officers, elections and resignations of officers, a listing of the company's revenue, and orders for payment of dividends. The beginning of the volume contains a document outlining the conditions under which the company was created as well as a transcription (typed) of same.
