Biographical Note
The Colonial Place/Riverview Civic League originally began in February 1960 as the Colonial Place Home Owners Club, Inc. Its purpose was to "join together and resist sales of property in this area to Negroes" after a black family moved into a home in the 700 block of West 36th Street. In fall 1968, the Stabilization Committee, headed by Old Dominion College history professor Norman Pollock, recommended the League embrace integration and focus on rebuilding infrastructure and combating blockbusting by realty firms. According to its May 7, 1973 bylaws, the objectives of the Colonial Place/Riverview Civic League are "to promote the development of our community as a better place to live; to unite for cooperation and interchange of ideas the residents of Colonial Place-Riverview; to encourage the participation of all interested individuals in the activities of the Civic League; to further the best interest of this section towards beautification, recreation, the safety and security of its residents and the protection of their property."
