Historical Note: The Norfolk Botanical Garden began in 1938 as a Works Progress Administration (WPA) project. It was called the Norfolk Azalea Gardens until 1958. The Garden is nationally recognized and was home to the city's International Azalea Festival from the 1950s to the 1990s.
