Scope and Contents of the Materials

Historical volumes recording the history of the Borough and City of Norfolk in Norfolk, Virginia, primarily from 1736 to the 1920s. These materials include records of Common Council, Common Hall, Select Council, and the Finance Committee of City Council. Also included are records concerning the formation and development of the Town of Berkley from 1890-1923, as well as the organization of Atlantic City Ward from 1890-1898. This collection also includes a record of city ordinances, resolutions, licenses, stock receipts, insurance records, City Clerk appropriations, 1922 annexation proceedings, building lines, and a volume of Norfolk servicemen receiving medals for their service in World War I.

Other miscellaneous materials include an 1884 volume on the history of Norfolk, England, three scrapbooks from the Norfolk, Virginia City Clerk Louis S. Hudgins (covering the years 1958-1995), various commemorative artifacts from Norfolk's sister cities, the seals of Norfolk Borough and the City of Norfolk, two CD-ROMs, and various oversized materials relating to Norfolk, Virginia.

This series documents the meetings and actions of the Common Council, Board of Aldermen, and Common Hall. The volume is indexed internally and by a general card file index.

Entries include lists of attending Council members, appointments of committees, resolutions, and orders passed by Council. Each entry is closed with the Mayor's signature and is attested by the City Clerk.

This series is a record of the minutes of the trustees of the company formed at the direction of the borough. The Town Point Company was authorized to build a careening wharf and storehouse on a piece of land being eroded by the Elizabeth River. In the agreement, Norfolk reserved the right to purchase the land and any buildings if it was deemed beneficial to the borough.

A typical entry in this volume includes such items as a list of the company officers, elections and resignations of officers, a listing of the company's revenue, and orders for payment of dividends. The beginning of the volume contains a document outlining the conditions under which the company was created as well as a transcription (typed) of same.

This series documents meetings of the Common Hall and serves as the written public record of this municipal legislative body. The proceedings in this volume are also in volumes 1 and 2 of the records of the Common Council.

A typical entry in this volume contains motions acted upon and orders issued by the Common Council. In this volume, the clerk has noted items covered at each meeting later to be transcribed into the Records of the Common Council.

This series documents the meetings of the Select Council, a municipal legislative body created by the Common Council and which met simultaneously.

Each entry notes the meeting date and lists attending and absent members. An introductory paragraph is followed by entries which consist of: 1. Select Council's concurrence with ordinances adopted by Common Council; 2. concurrence with reports from city departments adopted by Common Council; 3. concurrence with resolutions adopted by Common Council; and 4. concurrence with Common Council's approval to pay the City's bills. The concurrences with Common Council were arrived at by aye and nay votes, and in most instances, individual votes are recorded. The entries are ended by a motion for adjournment, and with signatures of the President of Select Council and the Clerk. Each volume is indexed internally and in the general card file index.

The volume is composed of pre-printed receipts, four receipts to the page. Each receipt denotes the total amount of interest paid, the date of payment, and is signed by the receiver.

This series records the proceedings of the Finance Committee of the City Council. The Finance Committee was responsible for attending to the City's financial matters in areas such as bill paying for contracted work.

A typical entry lists the date of the meeting, members present, motions made by various committee members, petitions brought forward by citizens seeking restitution from the city for alleged damages incurred, and lists of bills to be paid. There is no index to the series; it is however, arranged in chronological order by meeting.

This series documents the meetings of the Committee held from 1908-1914. A typical entry consists of: 1. the Committee meeting date; 2. members present; 3. motions of and issues addressed by the Committee such as purchasing property, contracting to remove boardwalks and replace them with concrete sidewalks and establishing sewer lines. The volume is not indexed, but it is arranged in chronological order by meeting.

The Berkley Appraisal was prepared by Dabney H. Maury, a Consulting Engineer from Chicago, for the City of Norfolk. The appraisal was requested by the City to use in its dispute with the City of Portsmouth over the purchase of the Berkley and South Norfolk Water and Electric Company. The appraisal deals with the valuation of the water works property and contains as exhibits copies of the more pertinent papers connected with the valuation. The appraisal contains an index to the exhibits. Exhibits consist of copies of: 1. Section 13 of the original ordinance passed by Berkley's Town Council pertaining to the water works; 2. notices to Portsmouth from Norfolk announcing the plan to purchase the water works; 3. correspondence from involved individuals to the presiding judge in the dispute; 4. comparison of valuations and many more categories of records created by this dispute.

This series is a transcript of the court case pertaining to annexation by the City of sections of Norfolk County. The transcript was prepared by Phlegar & Tilghman, shorthand reporters of Norfolk. Entries are arranged in chronological order according to the day of the trial. Entries consist of testimony by witnesses for the City and the County. The final entry of the volume is the court's decision and opinion.

This series was created by the City Clerk's office as a reference to those receiving medals for service in World War I. The medals were specially cast for the city and were awarded through the local American Legion posts. The volume is an alphabetical index of names and addresses of medal recipients. There are also inserts in the volume consisting of correspondence and newspaper articles relative to those eligible for medals and to the history of their creation. It is impossible to determine accurately the date range of this volume because the entries do not include dates when the medals were awarded. However, the volume contains a piece of correspondence with a date of 1932; from the handwriting, it appears that the awards began sometime shortly after the armistice.
